Typical Cases of Three-Dimensional Layered Right Establishment in Sea Areas ReleasedOn November 6, at the 2025 Xiamen International Ocean Week, the Department of Sea and Island Management of the Ministry of Natural Resources released typical cases of three-dimensional layered right establishment in sea areas, offering replicable and promotable practical models for the layered and three-dimensional utilization of sea areas nationwide. A total of 12 typical cases were unveiled, covering provinces and municipalities including Liaoning, Hebei, Tianjin, Shandong, Jiangsu, Shanghai, Zhejiang and Guangdong. The cases integrate various sea use patterns and industries, such as three-dimensional layered aquaculture, fishery-solar complementary projects, "bridge + seawall", "breakwater + wind power", "harbor basin + bridge", "photovoltaic + thermal drainage", and "harbor basin + tunnel". They demonstrate strong exemplary value and referential significance. Three-dimensional layered right establishment in sea areas is an important measure to improve the property right system of sea area resources and assets and enrich the powers of sea use rights. It is also an inevitable choice to ease conflicts over sea use and improve resource utilization efficiency. In 2023, the Notice of the Ministry of Natural Resources on Exploring and Promoting Three-Dimensional Layered Right Establishment in Sea Areas and the Guidelines for Defining the Scope of Sea Parcels for Three-Dimensional Layered Right Establishment in Sea Areas (Trial) were issued. These documents clarify the management system and relevant technical specifications for the three-dimensional layered utilization of sea areas at the national level. They expand traditional two-dimensional planar sea areas into three-dimensional development space, effectively "enlarging" the total volume of sea area resources, greatly enhancing the value and asset income of sea area resources and assets, and safeguarding the rights and interests of the owners of sea area resources and assets. To thoroughly implement the important deployment of "actively promoting the layered and three-dimensional utilization of sea areas" put forward at the 6th meeting of the Central Financial and Economic Affairs Commission on July 1, encourage coastal regions to explore new models for layered and three-dimensional sea utilization, and further boost high-quality local economic development, the Department of Sea and Island Management of the Ministry of Natural Resources carried out the selection and release of these cases. Going forward, the Department will work with local authorities to continuously explore and expand management models for layered three-dimensional sea utilization.
